represented Ukraine at the common activities of the International
Telecommunication Union and the Regional Commonwealth in the Field of
Communication
In
Tashkent, Uzbekistan Republic, there was held a Regional preparatory Meeting
for CIS countries to the World Telecommunication Standardization Assembly
(WTSA-12) and the World Conference on International Telecommunications
(WCIT-12) of the International Telecommunication Union (ITU) and the ITU
Regional Forum 2012 "Bridging the standardization gap" for CIS
countries (the forum). The event was attended by Ukrainian delegation headed by
State Service of Special Communication Administration communications strategy
Department Director Oleksandr Baranov.
Among
the participants - about 70 representatives from nine Communication Administrations
of the Regional Commonwealth in the Field of Communications (RCC), the
representatives of Bulgaria as RCC observer, and the Director of ITU's Telecommunication Standardization Bureau,
representatives of the RCC executive committee.
During
forum the Ukrainian delegation focused attention on issues related to the
development of information and communication technologies (ICT) in RCC member
countries, identifying opportunities for effective ways and forms of
cooperation between Ukraine
and the ITU Electrocommunication Development Sector
(ITU-T) in order to attract ITU resources to develop ICT in Ukraine.
Much
part of the forum was devoted to review of ITU activities related to
development of telecommunication standards in the framework of the decisions
taken by the ITU Plenipotentiary Conference in 2010 and WTSA-08, which relate
to bridging in standardization and prospects of work in this direction.

while discussion of ICT development in RCC countries gave a presentation on
"Information and communication technology and information security."
The
regional preparatory meeting for the CIS countries to the WTSA-12 reviewed projects
of 11 general proposals of the Communication Administrations of RCC countries
for WTSA-12.
At
the suggestion of State Service of Special Communication Administration
Delegation the representatives of RCC member countries supported the proposed
candidacy of Ukraine Katko V.B., the Director of
Science and Technology Policy Department of PJSC "Ukrtelecom"
on the Deputy Chairman of the ITU-T DK15 "Infrastructure of optical
transport network access" for the period of 2012 - 2016.
On
the Regional Preparatory Meeting for CIS countries to WCIT-12 there were
considered major outcomes of the ITU Council Working Group on preparations for
the WCIT-12, including information about the participants, structure and
purpose of WCIT-12, and logistical support.
During
the Regional Preparatory Meeting for CIS countries to WCIT-12 there were
considered the main issues that will be submitted to the WCIT-12 and analyzed
RCC countries` proposals for changes that are proposed to the International
Telecommunication Regulations (ITRs) of 1988 (it will
be reviewed on a WCIT-12).
In
the framework of meetings of Oleksandr Baranov, held a meeting with the Director of ITU's Telecommunication Standardization Bureau, Mr. Malcolm
Johnson, during which it discussed the preparation of the CIS region, including
Ukraine,
to the WTSA-12. Mr. Johnson noted the activity of the Ukrainian delegation in
the discussion of RCC common proposals to WTSA-12 and expressed interest in
deepening cooperation with our country.
